The Meeting of South Cave Parish Council took place in the Town Hall, Market Place, South Cave commencing at 7:00pm

 

Present:            Cllrs Harrison (Chair), Barnett, M Turner, L Turner, Lenton, Kelly, Manley,

                        Munby and Wright

                        Ward Councillor – Tony Galbraith

 

Public Forum

    (i)It was noted that litter bins have been installed in Market Place and Bull Pasture.

 

5221010  Apologies for absence

                Cllr M Turner proposed that apologies be accepted from Cllrs Jamieson and Marsh,

    Seconded Cllr Lenton, All in favour.

  

5231010  Ward Councillors Reports (For Information Only)

                Ward Councillor Tony Galbraith:

                (i)ERYC spending review – ERYC are anticipating a £30m reduction to be spread over

    4 years and at present are unsure how this will have an impact.  ERYC are looking to

    freeze Council Tax in 2011/12. 

    (ii)ERNLLCA are to hold a meeting in January for members to look at the impact of

    possible reductions at Parish Council level.

    (iii)Tesco Application – revised traffic predictions have been resubmitted by Tesco

    and ERYC may determine the application later this year.

    (iv)Occupational Therapy – Cllr Galbraith attended an Occupational Therapy meeting

    and advised that since self assessments have been introduced, the previous 12 month

    waiting list for equipment has been reduced to on demand.  

    (v)The Government has lifted a prohibition which means that local councils can now

    install green energy, such as solar panels, to their buildings.

 

5241010   Approval of Previous Meetings Minutes, 20th September 2010

                 Cllr Barnett proposed that the minutes of the meeting of 20th September 2010 be

     approved and entered into the records, as a true and accurate record, seconded Cllr

     M Turner, Vote 8 for, 1 abstention (due to not being present at the meeting).

 

5251010   Matters Arising

                 PCSO Nick Overton had responded regarding the possibility of taking photographs of

                 people driving whilst on mobile phones being used as evidence.  Whilst this is

                 unlikely to be used for a conviction, if a registration number could be seen, then the

                 police could give a warning.

 

5261010   Declarations of Interest           

Cllr L Turner declared in personal interest in item number 5301010(i) as being an acquaintance of the residents whose objection has been received.

 

 

5271010   Police Matters

                 There were no Police in attendance.

    

5281010   Committees

                 The Council received and where necessary adopted the resolutions from within the

     minutes of the following committee meetings:

                 Planning Committee  – 6th September 2010 and 4th October 2010

                 Finance & General Policy Committee – 4th October 2010

5291010   Planning Decisions made by East Riding of Yorkshire Council

                 (i)DC/10/02759/PLF/WESTES  -  South Cave Methodist Church – AWC (No obj).

                 (ii)DC/10/01908/PLF/WESTES  -  62 Beverley Road, South Cave – AWC (Refuse).

                 (iii)DC/10/02918/PLF/WESTES  -  45 Church Street, South Cave – AWC (No obj).

                 The Council noted the above decisions made by ERYC and Cllr M Turner proposed

                 that the Parish Council ask ERYC about the potential parking issues at 45 Church

     Street, Seconded Cllr L Turner, Vote: 8 for, 1 against.

 

5301010    Planning – Current Plans to consider

                  (i)DC/10/04136/PLF/WESTES – Full Planning Permission

                  Change of use from office (B1) to hot food take away (A5) at 54 West End, South

                  Cave for Mr S Tahseen.

                  Cllr Harrison proposed that the Parish Council recommend refusal of this application

      as the proposed use as a hot food takeaway will cause problems of smell nuisance

      from cooking to the immediate neighbours and neighbours in the vicinity of the site.

      It will also cause problems of noise nuisance and disturbance due to the proposed

      hours of opening and customers visiting the premises late at night, vehicles arriving

      and departing, car doors banging, and traffic problems near the Water

      Lane junction together with unsatisfactory provision for customer and delivery

      parking.  It will also have an adverse effect on the character of this conservation area.

      A previous application for a hot food takeaway at this location was refused

      in 2004 and as circumstances have not changed, this application is still contrary to

      Policies S9 and S14 of the saved/extended Beverley Borough Policies, Seconded Cllr

      L Turner, All in favour. 

                  (ii)DC/10/04004/PLF/WESTES – Full Planning Permission

                  Erection of conservatory to side at 43 West End, South Cave for Mr T Storey.

                  Cllr Munby proposed that the Parish Council raise no objection to the proposal as it

      has no adverse effect on the property, neighbouring properties or the street scene and

      conservation area. The Parish Council would like to recommend a condition that the

      floor level in the conservatory is no less than in the dwelling due to the flood risk area

      of this property, Seconded Cllr Barnett, All in favour.

 

5311010   Correspondence

     (i)The Council noted the minutes of the Dales & South Hunsley NAT meeting, 14th

       September 2010.

 contact Mr Hardy to see if he would like to bring the matter to the attention of the

5331010   ERNLLCA/SLCC

                 (i)The Council noted the ERNLLCA Newsletter, September 2010.

     (ii)The Council noted the ERNLLCA Councillor Training Seminars, ‘Being a

     good employer’ and ‘The role of the Councillor and meeting procedure’.

                 (iii)The Council considered the Clerks attendance at ‘2011 Elections-What do we

     need to do?’ course on 9th December 2010.  Cllr Harrison proposed that with elections

     due next year this be attended by the Clerk, Seconded Cllr Kelly, Vote 9 for, 1

     against.

5341010   Trees

                 (i)App No: 10/50227/TPO – removal of Scotts Pine, at Netherwolds, Brough Road,

                 South Cave.

                 Cllr Wright proposed that as our Tree Warden was unable to obtain permission to look

                 at the tree, the decision should be deferred to the ERYC Tree Officer.  The Parish

                 Council would like to point out that this tree is considered an important visual tree to

                 the village and if ERYC are mindful to approve the removal, then a replacement

                 should be planted, Seconded Cllr Lenton, Vote 8 for, 1 against.

                 (ii)App No: 10/50228/TCA – removal of Sycamore Tree at 1 Southcote Close, South

                 Cave.

                 Cllr Lenton proposed that the Parish Council recommend refusal that this tree be

                 removed.  This is the last large tree remaining in this area of what used to be a line of

     trees before the estate was built and removal will have a detrimental effect to the

     visual amenity of the area, Seconded Cllr L Turner, All in favour.

                 (iii)App No: 10/50229/TCA – removal of Leylandi at 3 The Paddock, South Cave.

                 Cllr M Turner proposed that the Parish Council raise no objection to the removal of

     the leylandi as there is no adverse effect on the street scene or conservation area,

     Seconded Cllr Barnett, All in favour.

               

5351010   The Council noted the date of the next Parish Council Meeting – Monday 15th
