The meeting of South Cave Parish Council took place in the Town Hall, 42 Market Place, South Cave commencing at 7:00pm

Public Forum
  1. It was noted that the post on Swinescaife Lane had been replaced thanks to the Parish Paths Partnership
  2. It was reported that the Bridge at Mill Farm on Common Road had been damaged, with Highways Dept demolishing half of the bridge to conduct repairs. This was seen as destroying the character of the wall. This matter is to be put before the Planning & Technical Services Committee.

4880206Ward Councillors Reports (For Information Only)
  1. Cllr Hudson reported on the meeting with Highway Dept Officers that had taken place on 9 February 2006. A letter from Highways Dept is to be discussed by the Planning & Technical Services Committee at their next meeting.
  2. It was reported that a scheme for the resurfacing of Beverley Road, from Market Place up to Little Wold Lane is to be put forward for consideration by ERYC in the near future.

Cllr Mann proposed that the minutes of the meeting of 16th January 2006 be approved with a slight amendment, and entered into records, as a true and accurate record, seconded Cllr Mrs Binns, All in favour.

There were no declarations of interest.


4910206Police Matters
  1. PC Bagley reported that there had been 18 crimes reported, including thefts from motor vehicles, assault, making of without paying, deception, possession of illegal drugs, possession of an offensive weapon, and burglary. However, it should be noted that this is a very low crime rate in comparison with other areas.
  2. Councillors noted the minutes of the Hunsley Local Delivery Group meeting 23 January 2006.

    Cllr Mann proposed these items be paid as not doing so would seriously jeopardise the running of the Council, seconded Cllr Harrison, All in favour.
  2. To facilitate the administration of the Council, Cllr Harrison proposed that Cllrs Scott, Mrs Manley and Mrs Binns, as well as the Clerk are the signatories to HSBC bank mandate, seconded Cllr Turner, All in favour.
  3. Councillors considered the use by the Clerk of the Co-Operative Bank debit card, Cllr Harrison proposed that to facilitate the purchase of goods through electronic means, the Co-Op debit card be used, with a float in the account of £50:00, seconded Cllr Mann, vote: 4 in favour 1 against.

  1. The Council noted the minutes of the Arts & Literature Festival Committee meeting on 5 January 2006 and 2 February 2006.

  1. The Council noted the Vice-Chairman's signature of the Declaration of Acceptance of Office.
  2. To increase the Council's knowledge base, and to keep up to date with health and safety issues, Cllr Turner proposed the renewal of subscription to Zurich Municipal Local Council Advisory Service at a cost of £85:00, seconded Cllr Harrison, All in favour.
  3. The Council discussed a request from the Arts & Lit Festival Committee re the loan of the Cemetery Chapel chairs for an event. Cllr Mann proposed that with the usual health and safety considerations, the Council should support the events taking place, and that the chairs should be loaned, seconded Cllr Turner, All in favour.
  4. Cllr Mann proposed that the minutes of the Meeting of Council held on 13 February 2006 be approved, in the interests of transparency and accountability, seconded Cllr Harrison, All in favour.

  1. Councillors noted the SLCC Regional Conference to be held on 29 March 2006 at Harrogate, to increase the knowledge base of the council, Cllr Mrs Manley proposed that the Clerk's expenses be paid to attend the Conference, seconded Cllr Harrison, All in favour.
  2. The Council noted the SLCC Larger Councils' Conference to be held in London on 27/28 April 2006.
  3. Councillors noted receipt of the ERNLLCA Newsletter

  1. Cllr Turner proposed that the minutes of the meeting of 30 January 2006 be received, and that further advice be sought from ERNLLCA regarding procedures before the next meeting, seconded Cllr Mrs Binns, vote: 3 in favour, 1 against and 1 abstention.

  1. Cllr Turner proposed that the minutes of the meeting of 7 February 2006 be received, and that further advice be sought from ERNLLCA regarding procedures before the next meeting, seconded Cllr Mrs Binns, vote: 3 in favour, 1 against and 1 abstention.
  2. To facilitate the organisation of the market, Cllr Mann proposed that a further 10 stall covers be purchased at a cost of £18.95 each, seconded Cllr Mrs Binns, vote: 4 in favour 1 abstention

  1. The Council noted the minutes of the Committee meeting held on 18 January 2006 at the Town Hall.

  1. To receive and where necessary adopt the resolutions from within the minutes of the Planning Committee held on 9 January 2006, proposed Cllr Mann, seconded Cllr Harrison, All in favour.
  2. DC/06/00635/PLF/WESTES - Full Planning Permission
    Change of use to allow hot food take away from existing tea room at 43A Market Place, South Cave for Mrs G Bryan. Cllr Turner proposed the Parish Council raises no objection to the application, as we would support a local business, and as it has no adverse effect on the property, neighbouring properties or the street and has no adverse effect on the character and appearance of the Conservation Area, seconded Cllr Harrison, All in favour.
