The Planning Meeting of South Cave Parish Council took place in the Town Hall, Market Place, South Cave at 7.00pm.

Cllr Mrs Manley proposed that apologies for absence be approved for Cllrs Hill, Marsh and Mrs Barnett seconded Cllr Lenton, All in favour.

1257Approval of Previous Meeting's Minutes

The minutes of the meeting of 28 November 2005 were signed as a true and correct record, proposed Cllr Mr Lenton, seconded Cllr Mrs Binns, All in favour.

  1. Councillors received the letter from Head of Planning & Development Control regarding developer contributions to open space/play space. Cllr Harrison proposed that the letter be acknowledged and progress chased in April if no further communication had been received, seconded Cllr Mann, All in favour.

  1. DC/05/08446/OUT/WESTES - Outline Planning Permission
    Outline - Erection of 10 No. dwellings following demolition of existing properties at 17 and 19 Beverley Road (siting and means of access to be considered at 17 and 19 Beverley Road, South Cave for M A Bird. Due to the number of people attending and safety considerations, Cllr Mrs Binns proposed that the application be deferred and put to a Public Meeting to be held on 19 January 2006 at South Cave Primary School at 7:00pm, in the interests of transparency, seconded Cllr Mrs Manley, All in favour.
  2. DC/05/08728/PLF/WESTES - Full Planning Permission
    Erection of a two storey extension to side of dwelling - resubmission of 05/02217/plf at 25 Bridge Road, South Cave for Mr and Mrs Plows. Cllr Lenton proposed that whilst this application addresses the reasons for refusal including massing and dominance to No 27 Bridge Road, and the lack of car parking, the existing proposal will appear unsympathetic for the street scene as viewed from the north looking down Bridge Road, by means of its position and roofline, and we believe it may encroach within the Conservation Area, as it is shown on the plan as being inside the adjacent property's land, and we would therefore recommend refusal, seconded Cllr Harrison, All in favour.
  3. DC/05/08747/PLF/WESTES - Full Planning Permission
    Erection of a single storey extension to rear of dwelling at 11 Plum Tree Walk, South Cave for N and J Sayer. Cllr Mann proposed that the Parish Council raises no objection to the application as it has no adverse effect on the property, neighbouring properties or the street scene, and we would also recommend the application on an energy efficient basis (the removal of a conservatory), and mention should be made that the site plan for this application is inadequate for the purpose, seconded Cllr Harrison, All in favour.
  4. DC/05/08790/PLF/WESTES - Full Planning Permission
    Erection of single storey extension to side and rear with installation of bay windows to front at 7 Middle Garth Drive, South Cave for Mr and Mrs Harrison. Cllr Turner proposed that the Parish Council raises no objection to the application as it has no adverse effect on the property, neighbouring properties or the street scene, seconded Cllr Mann, All in favour.
  5. DC/05/08866/OUT/WESTES - Outline Planning Permission
    Erection of 2 No. dwellings (siting and means of access to be considered) at land west of 77 Market Place, South Cave for Mr and Mrs N Ward. Cllr Scott proposed that The Parish Council believes that the access width as indicated on the drawing will be insufficient for vehicular access to two additional properties; concerns were also raised regarding access to and from the A1034 (Market Place); we also consider that the application for two houses would be detrimental to the Conservation Area, seconded Cllr Mrs Binns, All in favour.
  6. DC/05/08903/PLF/WESTES - Full Planning Permission
    Erection of detached garage to the rear following demolition of existing at 32 Market Place, South Cave for Mr and Mrs Wiseman. Cllr Mann proposed that the Parish Council raises no objection to this application as it has no adverse effect on the property, neighbouring properties or the street scene, and has no adverse effect on the character and appearance of the Conservation Area, seconded Cllr Mrs Manley, vote: 6 in favour 1 abstention.

1262Other Planning Matters
  1. Councillors considered attendance at an event at the KC Stadium on 1 February 2006, 6:30pm, regarding the draft Yorkshire & Humber Regional Plan. Cllr Mann proposed that Cllrs Mann, Scott, Mrs Manley and the Clerk attend in the interests of expanding the knowledge base of the Council, seconded Cllr Mrs Binns, All in favour.
  2. Councillors noted a document regarding the provision of more affordable housing, from the ODPM
  3. Councillors noted receipt of consultation document regarding planning gain supplement, issued by HM Treasury, HM Revenue & Customs and ODPM. The Clerk is to present a report at a future meeting of the Planning Committee.
