Planning Meeting 4th October 2010

 

The Meeting of South Cave Parish Council Planning Committee took place in the Town Hall, Market Place, South Cave at 7.00pm.

 

Present:            Cllrs Harrison (Chair), M Turner, L Turner, Kelly, Munby, Manley, Lenton and Barnett,

1713    Apologies for absence

  Cllr L Turner proposed apologies be accepted from Cllrs Jamieson and Marsh, Seconded

1714    Approval of Previous Planning Meeting Minutes (6th September 2010)

            Cllr Harrison proposed that the minutes of 6th September 2010 are moved to and approved at the

             next Full Council Meeting, Seconded Cllr M Turner, All in favour.

            The Planning Committee noted the above decisions made by ERYC. 

         

1717    Current Plans to consider

            (i)DC/10/03743/PAD/WESTES – Consent to Display Advertisement

            Displaying of painted plywood boards indicating location of Farm Shop and Tea Room (various locations) on Kettlethorpe Hill and West Hill at Kettlethorpe Farm, Kettlethorpe Hill, South Cave for Mr C Taylor.

            Cllr Barnett proposed that the Parish Council raise no objections to signs D & E as these are acceptable at the entrance to the business premises, however signs A, B, C, F and G are strongly objected to.  This aspect of the Wolds is of high landscape beauty and the Council feel that there are already too many signs along these roads and that five further signs are unnecessary. This is a very busy A road with dangerous junctions and the extra signs would give rise to distraction whilst driving.  There should also be consistency in decision making, as other businesses have been made to remove signs, Seconded Cllr Lenton, All in favour.

(ii)DC/10/03623/PLF/WESTES – Full Planning Permission

            Partial demolition of existing shop and conversion of existing outbuildings to form 2 no. dwellings with associated parking and garage at outbuildings at 38 West End, South Cave for Historic Restorations Ltd.

            Cllr Lenton proposed that the Parish Council recommend refusal of this application due to overdevelopment of a restricted plot.  The Parish Council object strongly on the partial demolition of a building of historical value to the village, built in Wold chalkstone which is in the Conservation Area and is a key feature of the Street Scene, together with a loss of a business/amenity to the village.  The Parish Council request that ERYC designate this building as Grade II listed, together with the main house. The amount of traffic to this development is to be increased yet again and the Parish Council consider this as dangerous for the size of the entranceway.  The Parish Council understand that conditions were previously placed on development at 48 West End with regards to ensuring satisfactory vehicular access which could adversely affect the safety of other highway users, together with already reported existing problems being experienced by residents in Appleton Gardens gaining access onto West End, this consistency and build up of traffic problems at this end of the village does not appear to be taken into consideration by ERYC with this application.  The 6 nos. windows on the eastern elevation will overlook number 36 West End which is a private garden and will cause loss of privacy. This resident has also confirmed that no notification of this application from ERYC has been received at no. 36 West End. The Parish Council endorse the objections by the residents at no. 1 Appleton Gardens and recommend that this application should be put to the ERYC Committee, Seconded Cllr L Turner, All in favour.  

 

1718    Trees

            (i)App No.10/60154/TPO – Remove alder at 12 Rawdale Close, South Cave.

            Cllr Manley proposed that as the tree warden’s report was not available, the decision be deferred to the ERYC tree officer, Mr Hemmingway, Seconded Cllr Munby, All in favour.

            (ii)Decision  -  App No. 10/50164/TCA – Remove 1 Silver Birch, crown reduce 1 Thorn and 1 Cherry at 36 Bull Pasture, South Cave  -  Permission granted WC.

 

1719    Other Parish Council matters

            (i)The Council noted the 2010 ERNLLCA Annual General Meeting is to be held on Saturday 16th October 2009.
