The Meeting of South Cave Parish Council Planning Committee took place in the Town Hall, Market Place, South Cave at 7.00pm.

1555  Apologies for absence

Cllr Manley proposed apologies be accepted from Cllrs Marsh and Jamieson, seconded Cllr Kelly, All in favour.

 

1556   Approval of Previous Meetings’ Minutes (22nd September 2008)

Cllr M Turner proposed that the minutes of the previous meeting should be approved and accepted as a true record, seconded Cllr Lenton, All in favour.

1560 Current Plans to consider

(i)DC/08/03298/PLF/WESTES – Full Planning Permission

            Erection of 2 no dwellings and creation of new vehicular and pedestrian access and associated works (amended plans) at land south of 1 Brough Road, South Cave for Mr P De Cobain. Cllr Lenton proposed that whilst it is appreciated that the applicant owns this section of the lane, the Parish Council recommends refusal due to overdevelopment of the site, concerns remain over traffic flow, and the loss of trees at one of the main entry points to the village, seconded Cllr M Turner, All in favour.

            (ii)DC/08/04098/PLF/WESTES – Full Planning Permission

            Erection of single storey extension to existing outbuilding, with amendments to boundary wall and vehicular access at 5 Beverley Road, South Cave for Mr P Morris. Cllr Lenton proposed that the Parish Council raise no objection to the proposal as it has no adverse effect on the property, neighbouring properties or the street scene, and no adverse effect on the character and appearance of the Conservation Area, and that the Council recommend the reuse of materials where possible, seconded Cllr Scott, All in favour.

            (iii)DC/08/04100/PCC/WESTES – Conservation Area Consent

            Partial demolition of boundary wall facing Beverley Road at 5 Beverley Road, South Cave for Mr P Morris. Cllr Barnett proposed that the Parish Council raise no objection as there is a suitable replacement scheme proposed, seconded Cllr M Turner, All in favour.

            (iv)DC/08/04187/PLF/WESTES – Full Planning Permission

            Erection of two storey extension to rear and erection of detached double garage following demolition of existing (re-submission of 07/07578/PLF) at 39 Beverley Road, South Cave for Mr and Mrs Brooker Cllr Lenton proposed that the  Parish Council raise no objection to the application as concerns have been addressed, so that the proposal now had no adverse effect on the property or the street scene, seconded Cllr Manley, All in favour.

            (v)DC/08/04204/PLF/WESTES – Full Planning Permission

            Erection of two dwellings following demolition of existing two dwellings at 21-23 West End, South Cave for Mr G Dykes Cllr Barnett proposed that the Parish Council raise no objection as it had no adverse effect on the property, neighbouring properties or the street scene, and has no adverse effect on the character and appearance of the Conservation Area, seconded Cllr Green, All in favour.

            (vi)DC/08/04207/PCC/WESTES – Conservation Area Consent

            Demolition of two dwellings to allow for re-development of site at 21 West End, South Cave for Mr G Dykes Cllr Scott proposed that the Parish Council raise no objection as there is a suitable replacement scheme proposed, seconded Cllr L Turner, All in favour.

            (vii)DC/08/04603/PLF/WESTES – Full Planning Permission

            Erection of two storey and single storey extension to west elevation and erection of single storey extension to north elevation at 22 Wesley Close, South Cave for Mr M Acey Cllr Scott proposed that the Parish Council recommend refusal as it is an overdevelopment of the site, would be out of keeping with the character of the area, and place trees under threat, seconded Cllr L Turner, All in favour.

            (viii)DC/08/04640/VAR/WESTES – Variation of Condition

            Variation of condition 4 – (opening hours) and condition 5 (use as cafι/restaurant and gift shop) of planning permission 04/05840/PLF (amended application  of 08/03364/VAR) at 67 Market Place, South Cave for Ms G Edson Cllr L Turner proposed that the Parish Council raise no objection as it would enhance the facilities of the commercial  centre of the village, seconded Cllr Kelly, All in favour.

            (ix)DC/08/04642/PLF/WESTES – Full Planning Permission

            Erection of two storey extension to side, single storey extension and detached double garage to rear following demolition of existing garage at 2 Middle Garth Drive, South Cave for Mr S Trowill  Cllr Scott proposed that the Council raise no objection to the extension to the dwelling as it has no adverse effect on the property, neighbouring properties or the street scene, but would recommend the reduction in the ridge height and pitch of the garage roof to lessen the impact on neighbouring properties, seconded Cllr L Turner.
