Planning Meeting 16th August 2010

 

The Meeting of South Cave Parish Council Planning Committee took place in the Town Hall, Market Place, South Cave at 7.00pm.

 

Present:           Cllrs M Turner (Vice-Chair), Manley, Barnett, L Turner, Marsh, Lenton and Munby

1698    Apologies for absence

  Cllr Barnett proposed that apologies for absence be accepted from Cllrs Harrison, Jamieson and

  Kelly, Seconded Cllr Marsh, All in favour.

 

1699    Approval of Previous Meeting’s Minutes (19th July 2010)

            Cllr Marsh proposed that the minutes of 19th July 2010 are moved to and approved at the next

            Full Council Meeting, Seconded Cllr Manley, All in favour.

 

1700    Matters Arising

            Due to the minutes being moved, there were no matters arising.

                       

1701    Declarations of Interest

 Cllr Lenton declared a prejudicial interest in item number 1706(xi) due to having involvement

 in the ERYC Potential Site Allocations.

1704    Current Plans to consider

            The following item (iii) was moved forward on the agenda to be discussed first and the

            meeting was closed at 7.25pm for members of the public to address the Parish Council. The

            meeting reconvened at 7.30pm.

(iii)DC/10/02904/PLF/WESTES-Full Planning Permission

            Erection of detached double garage with pitched roof 16 West Hall Garth, South Cave for Mr S Thornton.

            Cllr Lenton proposed that the Parish Council recommend refusal of this application by virtue of mass and size and that the proposed garage is too close to the boundary.  It will have an adverse effect on neighbours amenities and the Parish Council feel that it would be better located further down the eastern side of the property (towards Jobsons Road).  If the ERYC are to approve this application the Parish Council would like to recommend that a condition should be attached that it is used only as a domestic garage and not to be used for commercial use, Seconded Cllr Marsh, All in favour.

            The meeting was closed at 7.40pm for members of the public to address the Parish Council with objections on the following item.  The meeting reconvened at 7.47pm

(ii)DC/10/03012/PLF/WESTES-Full Planning Permission

            Erection of a self contained studio to the rear of the existing garage at Turks Trod House, 67A Church Street, South Cave for Mr T Rogerson.

            Cllr Marsh proposed that the Parish Council recommend refusal of this application due to overdevelopment and large office space in a residential area which is not in keeping with the character and appearance of the conservation area.  The proposed development will have an adverse effect on the adjacent property and the amenity of an open public space (King George V Field) to the rear and public right of way.  If ERYC are mindful to approve this development, the Parish Council would like to recommend conditions that it is used for domestic purpose and not commercial use and that the glass in the windows is obscured glass, Seconded Cllr Barnett, All in favour.

(i)DC/10/02759/PLF/WESTES-Full Planning Permission

            Alterations and change of use to form 2 residential apartments at South Cave Methodist Church, Church Street, South Cave for Hull West Methodist Circuit.

            Cllr Marsh proposed that the Parish Council raise no objection in principle to the sympathetic development of a building that would otherwise go to rack and ruin.  However, the Parish Council would like to bring to the ERYC’s attention concerns about the lack of car parking facilities in an already seriously congested area of Church Street in South Cave.  There are also concerns over the floor levels as this building had substantial flooding in 2007 and the building has remained empty since. This proposal does not seem to take this into account.  The Parish Council would also like to recommend a condition that all the existing outer features (including the name of the building and upper ventilator) at the front of the building be retained, Seconded Cllr Lenton, Vote: 6 for, 1 against.

            (iv)DC/10/02969/PLF/WESTES-Full Planning Permission

            Erection of a single storey extension at rear (Revised scheme of 10/00763/PLF) at 48 Church Street, South Cave for Mrs Milsom.

            Cllr Lenton proposed that the Parish Council raise no objection to the revised scheme as it has no adverse effect on the property, neighbouring properties, the street scene or the conservation area, Seconded Cllr Manley, All in favour.

            (v)DC/10/02682/PLF/WESTES-Full Planning Permission

            Conversion of existing garage into additional living accommodation, erection of single storey extension to side to create new garage and utility room and construction of 2 no. bay windows to front at 1 Castle Drive, South Cave for Mr S Moverley.

            (vi)DC/10/03129/PLF/WESTES-Full Planning Permission

            Installation of 2 no. solar panels at Stackyards, 9 First Lane, South Cave for Mr C May.

            The application was not discussed as a letter received from ERYC confirmed that the proposal is considered not to require formal planning permission.

            (vii)DC/10/02719/PLF/WESTES-Full Planning Permission

            Construction of dormer windows to front and rear at 4 Water Lane, South Cave for Mr R Patridge.

            Cllr Munby proposed that the Parish Council raise no objection to the proposal as it has no adverse effect on the property, the neighbouring properties, the Street Scene or the Conservation Area, Seconded Cllr Lenton, All in favour.

            (viii)DC/10/03167/PLF/WESTES-Full Planning Permission

            Erection of extension over existing garage and creation of dormer to rear at 28 Castle Rise, South Cave for Mr & Mrs Elvidge.

            Cllr Munby proposed that the Parish Council raise no objection to this particular proposal as it has no adverse effect on the property, the neighbouring properties or the Street Scene, Seconded Cllr Barnett, All in favour.

            (ix)DC/10/03079/PLF/WESTES-Full Planning Permission

            Erection of detached garage at 38 West End, South Cave for Mr C Taylor.

            Cllr Munby proposed the Parish Council raise no objection to the proposal as it has no adverse effect on the property, the neighbouring properties or the Conservation Area.  The Parish Council would however like to mention their ongoing safety concerns regarding the access road and the continued addition of further traffic endangering pedestrians/customers of the business at the entrance to this site and whose doorway opens directly onto the access area, Seconded Cllr Marsh, All in favour.

 

1705    Trees

            (i)The Council noted that the TPO (South Cave No. 43) 2010 has been confirmed for trees at 60, 60b, 58, 58a & 58b Beverley Road.

            (ii)App No.10/50164/TCA – Remove Silver Birch and crown reduce Cherry and Thorn at 36 Bull Pasture, South Cave.

            Cllr M Turner proposed that the Parish Council raise no objection to the proposed tree works to remove a Silver Birch and replace with a slower growing species and the pruning of the Cherry and Thorn on the grounds of good tree husbandry.  The replanting should be carried out during the appropriate planting season, Seconded Cllr Barnett, All in favour.

 

            Councillor Marsh gave his apologies and left the meeting at 8.45pm

 

1706    Other Parish Council Matters

The following item was moved forward on the agenda to be discussed first. Cllr Lenton left the meeting before discussion of the next item.

            (xi)The Council received and considered the working party conclusions regarding the East Riding Local Development Framework Consultation response. Cllr Barnett proposed that the Parish Council accept the working party conclusions for the formal response to be submitted to ERYC regarding the Local Development Framework, Seconded Cllr Manley, All in favour.

Cllr Lenton returned to the meeting.

            (i)Cllr Barnett proposed that these items be paid on the grounds of sound financial

            management of the Council, Seconded Cllr Manley, All in favour.

            (ii)The Council noted a copy letter received regarding erection of dwellings at 38 West End, South Cave.

            (iii)The Council noted the Headteacher’s End of Summer Newsletter.

            (iv)The Council noted the Haltemprice and Hunsley LAT minutes for 2 July 2010.

            (v)The Council noted the South Cave Preservation Society minutes for 7th July 2010.

            (vi)The Council noted the letter received from South Cave Preservation Society confirming that the Town Hall was placed 1st in the Hanging Basket & Floral Commercial Premises & Shops Display competition.

            (vii)The Council discussed the recent attack on the ATM at HSBC, North Cave, Cllr Barnett proposed that this Council writes in support of North Cave Parish Council to HSBC, urging them to reconsider their decision not to replace the ATM cash machine, Seconded Cllr L Turner, All in favour.

            (viii)The Council noted the response from ERYC regarding Disabled Persons Parking Place in Market Place.  Cllr Lenton proposed that the Clerk write to ERYC to let them know that the Parish Council think their response is unprofessional and unacceptable, Seconded Cllr L Turner, All in favour.

            (ix)The Council noted the ERYC Parish News, August 2010.

            (x)The Council noted a letter received from Stephen Hunt, ERYC regarding the Local Development Framework.

            (xii)The Council received a report regarding the Government proposals to allow local referendums to veto excessive council tax increases.  Cllr Barnett proposed that the Clerk follows progress with ERNLLCA and the SLCC who are preparing a detailed response on behalf of the profession, Seconded Cllr Munby, Vote: 5 for, 1 against.

            (xiii)The Council noted the ERNLLCA newsletter, July 2010.

            (xiv)The Council noted that the RoSPA annual inspection of the playpark is due in September.
