The Planning Meeting of South Cave Parish Council took place in the Town Hall, Market Place, South Cave at 7.00pm.

1460  Apologies for absence

Cllr Mrs Manley proposed that apologies for absence be accepted from Cllrs Harrison and Mrs Barnett, seconded Cllr Mann, All in favour.


1461   Approval of Previous Meeting's Minutes

The minutes of the meeting of 5th November 2007 were signed, as a true and correct record proposed Cllr Mann, seconded Cllr Scott, All in favour.


1462   Declarations of Interest

Cllr Lenton declared a personal interest in Minute Reference due to friendship


1463   Correspondence

(i)The Committee noted the introduction of the National Standard Planning Application form

(ii)Councillors considered attendance at the Code of Conduct Training, and in order to cascade knowledge to the rest of the Council, Cllr Wright proposed that new Cllrs Kelly and Mrs Turner attend along with the Clerk, seconded Cllr Mrs Manley, All in favour.

(iii)Councillors noted the Planning Inspectorate’s decision regarding 72 Beverley Road – Appeal dismissed.

(iv)The Committee noted information from the LDF training event

1465   Current plans to consider

(i)DC/07/06345/PLF/WESTES – Full Planning Permission – Amended Plans

Erection of two-storey extension to side at 31 The Stray, South Cave for Dr Karsai. Cllr Wright proposed that the Parish Council recommend refusal of this application, as although an attempt has been made to address concerns raised previously, but the setting back and lowering of the ridge fails to address the principal reason given for refusal as advised previously, seconded Cllr Lenton, All in favour.
Cllr Lenton declared a personal interest in the following item.

(ii)DC/07/06603/PLF/WESTES – Full Planning Permission

Erection of a dwelling (Amendment to Plot 4 of planning permission 06/09953/PLF to include attached double garage) at 2 West End Cottages, Barnards Drive, South Cave for Mr and Mrs Keightley. 
Cllr Wright proposed that the Parish Council would make no objection to the above application as there would be no material increase in overshadowing of the rear of 1 Hedley Close, and would not have an adverse effect on the property itself or the street scene, and would not have an adverse effect on the character and appearance of the Conservation Area, seconded Cllr Kelly, All in favour.

This item was discussed earlier in the meeting but is minuted here for ease of future reference. (iii)DC/07/06635/PLF/WESTES – Full Planning Permission

Erection of 4 no dwellings and associated works following demolition of existing at 55 Water Lane, South Cave for Swanhome Developments

Several members of the public spoke in objection to this application, and a further seven objections were recorded. The Parish Council had received two letters of objection.

Cllr Lenton proposed that the Parish Council strongly recommend refusal, and that the Planning Committee should decide this application; the reasons for refusal are as follows: the previous planning application in 2006 for a single new dwelling was refused under policy H9 of the Local Plan, and there has been no material change in circumstances on the site since then, so we would recommend a determination in line with the previous determination made by the Planning Inspector; this proposal comprises four dwellings for which there are additional reasons for refusal; because of the small plot, and the proximity of the proposed dwellings to existing bungalows, this would result in an unfortunate relationship, including, massing and dominance; it is overdevelopment of the site, resulting in cramming; the incline of the land on this plot would also result in an adverse effect on the enjoyment of neighbouring properties; the built form in this area, which is an entrance to the village is that of large properties in large gardens, if permission was granted for this site, this would make it difficult for the LPA to resist similar proposals; this site is also adjacent to the Conservation Area, and we feel that this proposal would have an adverse effect on the character and appearance of the Conservation Area; this proposal may also have an adverse effect on the drainage in this area; other concerns raised were the access to the site, road and pedestrian safety, and the loss of tree stock in this sensitive location; it is also understood that a bat survey may need to be carried out; if the LPA were so minded to approve the application then the Council asks for conditions relating to trees and their protection, materials, no added dormers or rooflights, and that the rate of discharge of surface water should not exceed the current rate; the LPA should note that the Artist's Impression drawing in the Design and Access statement could be considered misleading as it shows greater space between the proposed dwellings than is indicated on the plans, seconded Cllr Mann, All in favour.

(iv)DC/07/06657/REM/WESTES – Approval of Reserved Matters

Reserved matters for the erection of a permanent agricultural workers dwelling at Mires Beck Farm, Common Road, South Cave for R L Tucker Ltd. Cllr Wright proposed that It appears that the application form has been completed erroneously, as there is no indication as to which reserved matters are to be approved; on the assumption that layout, scale and appearance are to be approved, the Parish Council raise no objection to the proposed layout, or to the scale, and the appearance compliments the existing adjacent bungalow; however, no comment can be made regarding landscaping, as there are no submitted details, and landscaping is required along the north/eastern boundary and the boundary to Common Road, seconded Cllr Mann, vote: 7 in favour 2 against.
